Start with the SACCO's regulated operating model

SASRA publishes regulated SACCO information and the legal and regulatory materials governing deposit-taking and specified non-deposit-taking SACCO business. Software procurement should therefore begin with the SACCO's actual operating model, products, approval controls and reporting obligations rather than a generic banking feature list.

Document membership types, deposits, shares, loans, guarantors, interest methods, payroll or check-off processes, teller operations, mobile channels, branches and approval hierarchies. Then make vendors demonstrate those workflows using representative data.

Controls are as important as features

  • Role-based access with separation of duties for sensitive financial actions.
  • Maker-checker or approval workflows where your policies require them.
  • Immutable or well-controlled audit trails for changes to member and financial records.
  • Reliable statements and reconciliation between sub-ledgers and the general ledger.
  • Backup, restore and disaster-recovery procedures that are actually tested.
  • Export capability so the SACCO is not trapped in an inaccessible proprietary format.

Ask vendors to explain how historical corrections are made. A financial system should not solve every error by silently editing the original transaction. Review reversal, adjustment and approval behavior during the evaluation.

Evaluate integration and member experience

Mobile money, banking, SMS and member self-service can reduce operational friction, but each integration creates another reconciliation and security surface. Ask which integrations are native, which depend on partners and which require custom work.

Member-facing channels should show consistent balances and transaction histories. Include customer-service staff in acceptance testing because they deal directly with discrepancies, delayed transactions and statement questions.
